[OAUGNet]-PO requisition approval process

We are having problems with our PO requisition approval process.
We have a requestor, manager level 1, manager level 2 and manager level 3.
We set the limit to .01 to force the approval to go all the way to manager 
level 3.
So we followed the approval process thru the line.  Each time, we clicked 
the Approve and Forward button and put in who to forward the approval to. 
My thoughts were why can't we just press the approve button at manager level 
2 and the system should be smart enough to know to forward to the next 
person.  But it did not.  When manager level 2 approved the requisition, it 
came to an end.

Does anyone know:
(1) what's the difference between the Approve and Approve and forward button
(2) how could the Manager level 2 end the approval process ?
