Jeff -

This is Oracle! Asking for a method to madness is a
bit much.

Nevertheless, if I remember correctly one contains any
data update programs (such as invoice import, etc.)
and the other does not. I believe All Reports is a
superset of Payables Reports Only. Last time I did AP
was in 10.7 so my information may not be accurate.
