[OAUGNet]-BACS Payment Format Question

Hi,
 
We are planning to implement financials, HR and payroll in UK. We also wanted to  use electronic payments for both AP and payroll.  I know we need to send the information in BACS format to bank. but do we have to have a separate software ( there are several available and compatible with Bacstel-IP also recommended by BACS) .  I know there is a seeded BACS payment format in oracle which we can leverage.. Just wanted to find from the gurus whether the integration can be done directly from oracle with extensions or it is mandatory to have one of the BACS recommended software to do this integration (encryption, secure ftp etc).
