You can do that using personlization. 1. Do not make the New Release Date (segment2) mandatory. 2. Create a simple database function where it returns true if the New Release Flag is entered but Date is not entered. 3. In the when-validate_record event, use this function in the condiition column. If it is not satified, raise error message.
