[OAUGNet]-Expense short paid report disappear after withdrawn

Some of our short paid report are not shown under the Update Expense Reports section on Expense home page after withdrawn so users have no way to resubmit them.  This does not happen to all short paid reports and we are not able to identify the pattern of disappearing.  Did anyone experience this problem?  Any idea what may cause it?

We are on 11i OIE J.   This issue occurred after we upgraded our payables image system Markview application from 4.8 to 5.10.10.  However, since we implemented SSL and UTF8 to Oracle at the same time, we cannot tell which patch caused the issue.

Any suggestion to tackle this issue is appreciated.
