We're on financials 11.5.8 and using XML Report Publisher for our
Dunning Letters.  No major issues so far.

Technically, there is no requirement to be on 11.5.10, but I would
imagine you'd run into so many issues with 11.5.8 that you would be
applying techstack updates (like AD Mini Pack I.4, ATG Rollup 3 etc.)
that at least that part of your Apps would end up being 11.5.10 level.
I personally really hate the techstack being so far patched up from the
rest of my modules like that.

My gut says it would be a wasted effort to try and get it working on
11.5.8, but maybe someone out there has had success with it.  On paper,
it looks pretty simple and possible.
